One of TxDOT’s partners in the US 290 Corridor Program’s effort to ease congestion is the Harris County Toll Road Authority (HCTRA). Passed in 2007, Texas Senate Bill 792 assigned to HCTRA the right and authority to implement the necessary improvements to convert the existing Hempstead Road into the proposed Hempstead Tollway.
If you drive US 290 and Hempstead Road, you already know how congested both roads are. That’s why our Program found it necessary to increase capacity on both roads.

The new road would have two toll lanes in each direction and two free frontage road lanes in each direction from IH 610 to Beltway 8 (see above).

From Beltway 8 to the proposed SH 99/Grand Parkway, there would be two toll lanes in each direction (see above).
A definitive date to begin construction activities on the proposed Hempstead Tollway has not been determined. HCTRA is assessing its long-term regional mobility goals and financial projections to determine applicable construction phasing.
